The general procedure for ETSI to develop European standards is:

       (2) Public comments: The technical body submits the draft drawn to the ETSI Secretariat, which will be sent by the Secretariat to the national standards bodies of the Member States within 30 days, which will solicit comments from the public within 120 days and feedback the comments To the Secretariat. The Secretariat will take into account the views collected and, if only the editorial questions, the Secretariat will form a final draft within 15 days; if it is a technical question, the draft will be returned to the technical body, which will modify the draft within 60 days and The revised draft is again sent to the Secretariat; if there is a significant change, the technical agency may request a second round of solicitation of comments.

Voting: The General Assembly (30 days in advance notice), by the official members and associate members to vote on the draft, if you get 7l% of the votes, the standard passed, and in 15 days as a European standard. Voting may also take another form, that is, within 30 days of the formation of the final draft, the draft will be sent to the national standards bodies of the Member States, countries in accordance with the weighted votes to vote, and within 60 days to vote the results of the Secretariat The The Secretariat counts the number of votes and sends the results of the voting to the technical body, the national standards body of the Member State, the ETSI members and so on within 15 days. If 71% of the votes are obtained, the standard is passed.
