The European Commission for Standardization (CEN) was established in Paris, France in 1961, with the aim of promoting standardized cooperation among member states, developing harmonized standards in Europe, implementing conformity assessment systems and eliminating technical barriers to trade.
     
       CEN's organizational system consists of the General Assembly, the Authority, the Technical Administration, the Foreign Policy Advisory Committee, the Financial Advisory Committee and other organizations.

       The General Assembly is responsible for the financial budget, membership management and the appointment of departmental management personnel; the Authority is the executive body of the General Assembly to guide the operation of CEN, prepare the budget and handle the membership application; the Technical Management Bureau is responsible for the overall management of the standardization project, urging the technical committee The technical committee is responsible for the development and revision of specific standards, the technical committee of the Secretariat work by the CEN member countries were born.

The general procedure for CEN to develop European standards is as follows:

      There are two sources: one is the formal members to make recommendations, the second is the European Commission or the European Free Trade Association (EFTA) to the CEN issued a power of attorney, put forward the requirements of the development of standards.
 
      ② to determine the project: by the Technical Authority to determine the standardization project.

      (3) the drafting of the draft: there are three ways: First, the use of existing standards, such as the International Organization for Standardization (ISO) to develop international standards; Second, according to the Vienna agreement, in a field without international standards, to ISO to develop standards Plan, and technical cooperation with ISO, so that the European standards as much as possible to become an international standard to have a broader market; third is the establishment of a new technical committee, responsible for the completion of the draft standard formulation work. After the drafting is completed, it will be referred to the technical authority by the secretariat of the technical committee for the standard number, which is referred to as the standard draft (prEN).

      (4) Consultation: The draft standard is subject to public comment by the Member States. The comment period lasts for six months. After the review, the technical committee will focus on the collection of comments, and the original draft standards to modify the final draft.

      ⑤ formal vote: the final draft into the CEN official members to vote. Since January 1, 2004, CEN and CENELEC have implemented a new weighted voting system. Depending on the size of the country and the economic strength, Member States enjoy different amounts of votes. There are currently 28 official members, a total of 341 votes, of which Germany, France, Britain, Italy, the country has 29 votes; Spain and Poland for 27 votes, other countries enjoy votes from 13 to 3 votes. Polling time of 4 months, more than 71% of the votes in favor, you can approve the draft standard for the official standard. After becoming a formal European standard and released, EU member states will use it as a national standard within six months and revoke the original standards that are in conflict with it.
